    "content": "The energy sector - petroleum and oil on one side, electricity on another side and renewable energy on the other side - is well elaborated in this particular Bill. Also, now that we have two levels of Government - the national Government and the county governments - the Bill assigns specific duties to both levels so that there is no confusion. As you know, energy issues are all over the country. Energy issues are also the sole responsibility of the national Government, but with the involvement of the county governments, so that the roles are properly assigned and there is no confusion in terms of exploitation and utilisation."
