    "content": "Clause 25 of the Bill establishes the Energy Petroleum Tribunal. This is an area where there are always disputes. It is interesting to note that the Chairperson of the Energy Petroleum Tribunal will be appointed by the Judicial Service commission (JSC). This sector has had its fair share of problems. I hope the intention of this provision is to ensure that we have a person of high integrity with legal background to settle all the disputes that come up. The members of this tribunal will be selected by a panel appointed by the CS. We notice that there are no guidelines on how the CS will appoint the panel."
