    "content": "Thank you, Hon. Temporary Deputy Speaker. From the outset, I thank my colleagues who have contributed to the Energy Bill, 2015. Basically, the Bill is trying to consolidate all the laws relating to energy, aligning them and making sure the regulatory framework of the energy sector is in line with the Constitution of Kenya. The Bill does this by sorting out and giving various clarifications to specific roles of both the national and county governments in as far as the energy sector is concerned. So, this Bill clearly demarcates the roles of the national and county governments. The Bill also proposes to repeal the Energy Act, 2006 and the Geothermal Resources Act (No. 12 of 1982) of the Laws of Kenya. These are some of the laws we are enacting as a Legislature. This Bill will also go to the Senate in conformity with the provisions of the Constitution. We have a deadline of 27th August 2016. As we go to the Third Reading, I want to make it very clear that this is not a Bill where Members can come with any amendments under the sun that does not concern it. This is a Bill that is drawn from certain provisions of the Constitution. The amendments must be in line with the Bill itself."
