    "content": "Secondly, we would like to know whether these pending bills are on development projects approved by the county assemblies or those initiated by the executives on their own. In my county, most projects that have been implemented were not approved by the county assembly. It is important that we also interrogate the revenues the counties collect, because some of them are never declared. My county brags of surpassing the revenue collection targets, but not all money is declared. Sand harvesting alone generates Kshs108 million per year. This is something that we need to interrogate. As Sen. Murkomen said, some governors - mine included - are chest-thumping that they have enough money. My governor now claims that I will compete with him in next year’s general elections, even when I have not declared my intentions. Which money are these governors talking about? Some contractors who came to my office are bankrupt. One of them is Mr. Said who has sold all his property because he is unable to pay debts. Therefore, the figure of Kshs200 million declared in this report with regard to my county is not the correct figure. The contractors are claiming over Kshs1 billion. I would like the Chairman to bring more details, so that we can rescue the people who are suffering."
