    "content": "Member (CEC) of Finance to the same county assembly, was Kshs2.5 billion. Both of them submitted detailed lists of the debts outstanding, and so you can see that counties have now gone into borrowing. We are aware of counties that have borrowed substantial amounts of money and they are required to pay within 12 months under the Public Finance Management Act and they have not. There are also commercial bank loans which are not here. They were allowed to borrow on short term basis of 12 months up to 2 per cent of their revenue and many of them have borrowed. My county was stopped by MCAs last year from borrowing Kshs1 billion, but I know many counties are borrowing and those are not included as pending bills. Madam Temporary Speaker, this is a serious issue which is likely to run into billions of shillings. I want to advise the Senators of the Committee on County Public Accounts and Investments that once they get the 2015 reports, they look at the situation and commission the Auditor-General to do a special audit on this matter.
