There must be data and information that would determine how we are exploiting and selling these resources abroad. In Part X, we have provisions related to licensing and registration. It is important that not every Tom, Dick and Harry can walk into our country and engage in fishing. It is important that there must be licensing procedures. This is where some fees will be paid. There is a difference between the licensing procedures for foreigners and Kenyans. Licensing is important so that you can hold to account those fishing if they violate provisions related to environmental protection or provisions related to safety standards or sanitary and vital sanitary. That sector is important; who licenses? Which is the institution? How to acquire a licence? How it can be revoked? So that it is not just done arbitrary but in a manner that will protect the interest of those who are fishing but also it does not become a sector that is abused."
