"content": "Section 19 of the principal Act is amended- (a) in subsection (1) by deleting paragraph (c) and substituting therefore the following new paragraph- (c)reject the application if satisfied that the applicant- (i) is a public mid-level learning institution; or (ii) does not meet the requirements for the establishment of a university. (b) by inserting the following new sub-section immediately after sub-section (3)- (4) The President shall not grant a Charter where such a grant would result in the conversion of a public mid-level institution to a university."
