    "content": "Mr. Speaker, Sir, there were quite a number of implementation problems. At first, the particular tenders were advertised by the Ministry of Finance but when they started receiving the tender documents, they realised that they did not have the capacity to evaluate. So, they forwarded all the documents from the CDF back to the Office of the Deputy Prime Minister and Ministry of Local Government. We then followed the normal procurement procedure and found that many committees within the local CDFs had not met the threshold required by the procurement procedures. Those bureaucracies delayed the process. The intention was to stimulate the economy, and I want to assure the House that we are now in the final stages of ensuring that all the markets are in place by the end of this financial year."
