"content": "is the cardinal responsibility of Chairpersons of Committees to bring Statements to the House. It is contempt of the House for a Chairperson of a Committee to sit in this House awaiting the order and the statement is on the Order Paper and then sneak out of the House, without even the courtesy of informing the Chair that the Statement was coming today and that it is on the Order Paper, but he has a pressing engagement elsewhere and that he should be allowed to go. That is the only way that we can be decent to the House. Where the Chairpersons do not do so, then the Chair must sanction them."
