"content": " Mr. Temporary Speaker, Sir, in Parliament in the 1970s, hon. Jean Marie Seroney, one of the most respected legislators and parliamentarians this country has ever produced, was sitting in the Chair. One of the most distinguished debaters in our history, the late hon. Martin Shikuku, made a statement to the effect that the Government of the day was trying to kill Parliament the way they had killed KANU. A Member challenged him to substantiate. I invite you to go to the annals of history and remember the words of hon. Jean Marie Seroney who happens to come from the county you represent. He ruled that under conventions, precedence, rules of debate and rules of procedure, a Member cannot be required to substantiate the obvious.
