"content": "Thank you, Hon. Speaker. I support what has been said by my brother, Hon. Mithika Linturi. When I got this information, I took upon myself to know the background as to why that charge was preferred. I was interested in knowing the law under which they were charged. What shocked me most is that the two Germans were not charged under the Kenyan laws. They were charged under the East African Community Customs Management Act of 2004. Section 202 of that Act talks about carrying concealed goods and packaging goods. The information I got from the Officer Commanding Station (OCS) of Port Police Station was that those two Germans were carrying two suitcases that contained Muguka . Hon.
