    "content": "Hon. Temporary Deputy Chairman, through reasoning, I am very interested in this Bill. I asked Hon. Nyikal to email them to me and he did so last night. What about Members who have not seen these amendments? This will be changing the rules of the Third Reading of a Bill. In that ruling, it would only make sense if these things are with us at a certain prescribed time, so that we would be negligent for not looking at them. I have been here for many years and know that that will be unfair to Kenyans."
