    "content": "Hon. Members, the import of this clause is that we would like healthcare providers not to be liable until the provisions of Clause 7(2) have been implemented. Clause 7(2) provides for the establishment of a Fund, so that when a doctor provides emergency service, they are compensated through the Fund. The purpose of the amendment is to ensure that emergency care is provided, but at the same time to protect healthcare providers."
