    "content": "The purpose of this amendment is to ensure that we have a technical advisor to the Government on all matters concerning health. Sub-clause (j) proposes to provide guidelines for registration, licensing, certification and gazettement of all health facilities. This is to ensure that at any given time, the Government receives the best technical advice on matters relating to health."
