    "content": "Hon. Temporary Deputy Chairlady, I support the amendment. However, there is a provision that is missing from the budgetary process. We are talking about a devolved function, namely the health sector. However, we are drawing money from the account of the national Government through the Ministry of Health. We need to include a provision so that this regulatory body will be partly funded by all the 47 counties in this country."
