    "content": "Thank you, Hon. Temporary Deputy Chairlady. I support this amendment. My observation was that there was a ruling made by the Speaker that only two Members will be allowed to make contributions to every clause. Looking at the weighty issues that are coming up, it looks like we may not be able to execute this Bill correctly if we hurry it up. You have made a comment about this and I need your clarification. With regard to further amendments, sometimes they do not appear on the Order Paper. The first time we see them is in the House. You are saying that we cannot move further amendments. We need to look at that because it may be tricky to pass the amendments as they are without consultations. You need to guide us. You said it cannot be done but Hon. Midiwo has just done it and it succeeded. I am a bit lost."
