    "content": "Hon. Members, we are reading this and leaving out the most important part. We are deleting the word “weapons” and substituting thereof the word “products”. The essence of this is that when we use “biological weapons” then we will get into the realm of the army and products used for warfare. That is not the essence of the Health Bill. When we say “biological products” then they are biological products used for health purposes. The amendment is all right the way it is."
