    "content": "Hon. Temporary Deputy Chairlady, I wanted to inform Hon. Makali Mulu that there is a short title. We are amending the Long Title because it is referring only to Article 69 of the Constitution as the reason for this Bill. This Bill deals with incentives and concessions, which are issues dealt with in other Articles of the Constitution. We thought that it would be erroneous for the Long Title to refer only to Article 69 of the Constitution."
