"content": "Clause 15 of the Bill seeks to amend Section 21 of the principal Act to require that a political party must have in its membership special interest groups in accordance with Articles 27 and 100 of the Constitution. It also proposes that a political party should maintain standards at registration during the entire duration of its existence. At inception, parties are very active. But they develop inconsistencies that are contrary to their enabling provision as they continue in existence. They must continue to exist in the manner in which they are proposed to do."
