    "content": "Hon. Temporary Deputy Chairlady, I want to support this amendment and also congratulate the Committee that I am a Member for the good work. As Hon. Muthomi has just mentioned, there is the issue of unclear functions where we have crosscutting issues from county governments to the national Government. This clause sets all these straight. It makes sure that the County Executive Committee for environment takes lead in local implementation of policies that are national in nature. There is no ambiguity in the same. I support."
