    "content": "Thank you, Hon. Temporary Deputy Chairlady. I want to support this on two bases. The first one is that the original Bill tries to prescribe to the counties how they are going to carry out their functions. It should be up to the county governments to decide. Instead of saying CEC, let us say county governments. Secondly, the Bill is saying that the CEC shall supervise the implementation. You cannot be supervising the implementation of the national Government policies. As it appears, the wording “shall implement national policies on forest management and conservation” is the best. I support."
