However, the Cabinet Secretary, in consultation with the KFS Board, should determine the amount of money to be paid as the Environmental Protection Bond. Instead of leaving this to one person, the Cabinet Secretary, in consultation with the KFS Board, can determine the amount to be paid as the Environmental Protection Bond."
