    "content": "Hon. Temporary Deputy Chairlady, I have listened to my Chairman in the Departmental Committee on Administration and National Security, Hon. Lentoimaga. I was struggling to get the rationale for this amendment especially on a clause that touches on gazetted forest areas. Forests and protection of forests are very sensitive issues in this country. Therefore, it is very important for us to be fully apprised on the rationale for this amendment before we make a decision. I do not want to oppose, but to understand the rationale for the amendment before we pass a verdict."
