(4) The Cabinet Secretary shall─ (a) prepare and issue an annual report on the state of forests and forest resource strategies in Kenya; and (b) may direct any lead agency to prepare and submit to it, a report on the state of forests and forest resources under the administration of that lead agency. (5) The Cabinet Secretary shall review the Forest Strategy every three years."
