    "content": "Hon. Temporary Deputy Chairman, this is a House of rules and traditions. I am confused although I am not a legal drafter. In all the time that I have been in this House, when referring to conviction we always say “upon conviction” and not “on conviction”. We have done this in so many laws. Why are we then saying “liable on conviction”?"
