Temporary Deputy Chairman, when amending Clause 19, the Chair proposed deletion of the words “shall be liable to conviction” and replacing them with the words “shall be liable on conviction”. You are a lawyer, Hon. Temporary Deputy Chairman. I thought we usually use the phrase ‘liable upon conviction’ and not “liable on conviction”? That is how we have done it all along. Is it “liable on conviction” or “liable upon conviction”?"
