    "content": "Thank you, Hon. Temporary Deputy Speaker. It is, indeed, very embarrassing for Parliament to legislate in vain. I am saying this with a lot of bitterness. I brought a Motion here on structured ranking of schools and the KNEC has been very arrogant on it. Looking at what happened during the release of the Form Four exams, nothing was said. It is really embarrassing. This House passed the Motion overwhelmingly and I went ahead to come up with a Bill. Does it mean we are wasting time on these Motions? We need to be told."
