    "content": "It is also important to know the critical role played by issuing people with ID cards in the control of crime. Today, there are so many illegal and unlicensed firearms in the hands of many people who have no ID cards. It becomes a challenge even to the investigating authorities who will need to do forensic investigations in order to obtain details and finger-prints of culprits. In places like Nairobi where there are so many strangers, it is important that each person has an ID card so that we are able to attribute crime to specific people."
