    "content": "There are many HIV/AIDS orphans in the slum villages of Mukuru-Kayaba and Kibera. If you ask them to bring a relative, parent, sister or brother, they will not. As a result of that, we have young people as old as 19, 20 and 22 years who have not been issued with ID cards. This is one of the reasons why there is a lot of hopelessness in our slums. Slums are characterized by relative deprivation. The young people are feeling that this Government is insensitive to their welfare. So, it is important that we register all those young people in the counties."
