The Speaker of the National Assembly starts by communicating and saying that it is a Bill concerning county governments. He starts with that concession. However, you say that he should have sought concurrence in the first instance under Article 110(3) of the Constitution. The reason I thought we could go on into the First Reading was so that we could deal with all those issues. Take this as a concession that it is a Bill concerning counties. Therefore, we could deal with it and then send it back to them for consideration as if it had not originated from them, in the first instance. That would save a lot of time and pressure. If we read it the first time, take it to a Second Reading for debate and go all the way up to our sending it back to the National Assembly for concurrence because it is a Bill concerning counties, however you look at it, there is nothing I have breached in The electronic version of the Senate Hansard Report is for information purposes"
