We, as Senate, must come with clear amendments that will not confuse Kenyans. As much as we amend the Act of 2013, we seek to create a new authority to deal with the management of fisheries. This is a Bill that focuses on the counties. Therefore, we need to ensure that the amendments that have come from the national Government, we will have a clear structure to allow the counties to fully participate because fisheries is a devolved function.
