    "content": "I also want to make it very clear that this Bill does not require a referendum. Some people argue that it will be expensive to implement this Bill once passed into law because the number of Members of Parliament will increase. Democracy and governance is very expensive everywhere in the world. There is no price tag on leadership, governance and on the route to achieving democratic ideals. This Bill protects the gains of women in the Constitution. The provisions of this Bill have been tested in the county assemblies."
