    "content": "Clauses 4 and 5 are very important because they seek to amend Articles 97 and 98 of the Constitution to ensure that both Houses of Parliament comply with the two-thirds gender principle by allocating special seats proportional to the number of seats won by each political party. A determination as to how many special seats go to which party should be done after the general election. This Bill has also created a sunset clause of 20 years in the amendment with the option of an extension for one further fixed term of 10 years. That is for those who will be in Parliament during that time, as part of the gains. Therefore, this Bill does not delegate legislative powers or limit any fundamental rights and freedoms."
