    "content": "The proposed amendments also provide guidance on the process of allocating special seats to political parties. This is provided for in Article 90 of the Constitution. It calls for amendment of the Election Act and the Political Parties Act to ensure a competitive process of filling up the special seats. The special seats will not just be dished out. There shall be criteria in the Election Act and the Political Parties Act. This means the number of Members of Parliament will keep on changing."
