Further, this Article provides that the share of revenue raised nationally to be allocated to the county governments shall not be less than 15 per cent of all the revenue collected by the national Government. The Constitution is very clear. Not less than 15 per cent of the revenue collected nationally must go to county governments. So, the county governments’ share can be 20, 30, 40 or 50 per cent."
