    "content": "Clauses 1, 2, 3 and 4 of the Bill basically deal with the preliminaries, the short title, definition of words and expressions. If you go to Clause 4 of the Bill, it provides for the division raised between the two levels of government in respect of the Financial Year 2016/2017. Clause 5 of the Bill provides for the mechanism of adjusting in terms of valuations the revenue raised by the national Government.
