"content": "Mr. Temporary Deputy Speaker, Sir, from the onset, I want to say that if the agricultural policy in this country is properly harnessed, we will be able to create many employment opportunities; this has been a big challenge in this country. If you go to the rural areas of this country, you will meet hordes of young men who are qualified and ready to work, but do not have the opportunity to work. The institutions that were set up earlier in the 60s and 70s to guarantee the farmer to produce and sell have collapsed. One of these institutions is the Agricultural Finance Corporation (AFC), which as has been said, was set up on the understanding that the farmer cannot go to the commercial banks and get finance because he would require collateral and their method of evaluation does not take into account the unique nature of agriculture as a business. Therefore, the AFC was formed."
