    "content": "I urge the Cabinet Secretary for National Treasury to put in place measures on how this money will be determined by the national Government. We have had a problem with the counties. Some county governors have gone to court to stop construction of most of the roads which initially were run by KeRRA. I wish the governors who have gone to court including my governor to stop the construction of KeRRA roads can understand that in this Bill there is an allocation from road and fuel levies of 15 per cent which should go towards the construction of county roads. I urge them to withdraw those cases so that KeRRA can continue constructing the roads."
