    "content": "A lot has been said and when the Leader of the Majority Party was moving this Bill, he indicated that the percentage of the revenue share going to the counties is now at 34 per cent. But even as we bandy around this statistic, it will be important to interrogate the basis of this supposedly impressive percentage of 34. The Constitution is clear that the basis for calculating that revenue share is the audited accounts prepared by the Auditor General, looked at by the PAC and approved by this House. We all know that standard has never been up to-date. I do recall that an year ago, PAC tried to clear three years of audited accounts at ago in a bid to bring this standard up to-date."
