From what we know from the Constitution and the requirement of Article 224, I support this Bill but the views that have been expressed by the Members have to be taken into account seriously. We seem to be talking about the money we need to allocate to various areas and yet there is one aspect that we do not seem to have done in this country and it has been going on and on until it has become a precedent. When you allocate money to various functions, the issues of accountability and reporting back to say that so much money was allocated and was used for such and such should be seen. Even here where we are sitting, at least, there was money that was allocated for a purpose and we can see that we are sitting on these chairs. This has been the problem in this country. By the time we were coming up with the Kenya Rural Roads Authority (KeRRA) money to be spent in constituencies, we had an issue where the money that went to the constituencies vis-a-vis the work that was done--- We never got an account of how the money had been spent. This is a major problem that has been inherited by county governments. In my county, I have seen instances where money is used just like petty cash and sometimes money is used on functions that it was never intended for."
