    "content": "Mr. Deputy Speaker, Sir, as much as Kenyans have a right to petition this House, it is important for them to look at the provisions of the Constitution. It is not incumbent upon the Senate to amend the Constitution. It is incumbent upon a process which takes too long. However, since it is a right, it is important that this Petition be referred to the right committee and dealt with. Secondly, talking of petitions, the IEBC has taken too long to say that the signatures in the CORD petition were not sufficient and that they did not meet the threshold. We have to condemn them in the strongest terms possible---"
