    "content": "Mr. Deputy Speaker, Sir, I stand guided. I respect your ruling. However, I want to make it clear for any subsequent petitioner that they do not have to come to this House. They can go by popular initiative. The parties that are supposed to receive the signatures and draft issues for consideration in a referendum should be guided by this Constitution. Article 257(4) and (5) of the Constitution is very clear. The things that IEBC has done to Okoa Kenya initiative are legal gymnastics. That is why Mr. Mareko has found it fit to come to this Senate for that consideration. I urge IEBC to reread Article 257 and establish what their role is. Their role is not data cleansing, but it is to verify that one million people support an initiative."
