The trouble with many schools in the former Western Region is that the former owners of some of the pieces of land are individuals. In Trans Nzoia County, for example, a farmer who had 50 acres of land could have given out five acres to a primary school. At Malinya in Ikolomani, there are villagers who have given land to Malinya Primary School. Could the Chairman extend that waiver to include all fees, from fees for succession and stamp duty, so that schools can get the title deeds? Even Sen. Wako has donated his land---"
