    "content": "Mr. Speaker, Sir, I wanted to ask exactly what Sen. Okong’o has asked. After the very lengthy ruling or Communication that you made, you have ruled that the Senate will consider the Physical Planning Bill (2015) at an appropriate date. This Bill was processed through the National Assembly without observing the provisions of Article 110(3) of the Constitution. You have ruled that Article 110(3) of the Constitution cannot be applied retrospectively. We seek your clarification. In our opinion, the Senate should not consider this Bill at all."
