    "content": "Mr. Deputy Speaker, Sir, we have been told that citizens of this country, particularly in the northern counties of Turkana and West Pokot, are starving. We have been told that children are in distress and some of them are dropping out of school. We have been told that Kenyan citizens are crossing to Uganda in search of food. This is serious and humiliating. We are also told that there is plenty of food elsewhere and yet these people have no access to that food. I want the chairman to explain what measures will be put in place to respond quickly and ensure that the food is available to the citizens of those two counties. I do not know whether it is pleasing or good news to be told that this is a county function. Maybe that county does not have the capacity to undertake these works. Let us be told what concrete measures are being taken to ensure that food is accessible to the people in distress in those counties."
