    "content": "Mr. Deputy Speaker, Sir, at no time have I said that it is all right for businessmen to take advantage of that situation. All that I said was where there are weaknesses which some unscrupulous fellows might be tempted to take advantage. Of course, that is wrong. I have qualified that. It is in the HANSARD. It is wrong for them to do so. Where that has happened, it is criminal and stern action should be taken against such people according to the law. That fertilizer is not meant for trade. That is the clear position. I would not want it to be seen like I favour any businessmen or crooks who would want to divert fertilizer meant for farmers."
