    "content": "Mr. Deputy Speaker, Sir, I rise to second The County Governments (Amendment) Bill (Senate Bill No.1 of 2014) which proposes to give functions and powers to offices that were created by the Constitution of 2010 that seemingly are not coordinated very well in practice today. As the Mover has mentioned, we have the two offices; one of them is the office of the deputy speaker which is not clearly stipulated in law and the other one is the office of the deputy governor which is indicated and properly put down. However, in practice today, the most misunderstood position which has many issues in county governments is the office of the deputy governor.
