    "content": "Mr. Temporary Speaker, Sir, I stand guided by the lacuna that you have talked about which cannot only be remedied through --- I think for now we can also rely on Article 35(a) on access to information. It says:- “Every citizen has the right of access to information held by the State.” So, because that information is an important matter of national concern that we might want to respond to, it could be a provision of the Constitution that we can rely upon. Secondly, on the issue about a referendum, our side will be a bit reluctant with the current Independent Electoral and Boundaries Commission (IEBC) in place."
