    "content": "Does that mean that although there were delays, most of the counties still had money in their accounts thus no service was delayed? My concern is that even after the end of a financial year, most of the counties still have money in their accounts or they are unable to exhaust or use the money in their accounts yet there are complaints of situations like Sen. Moses Kajwang talked about, where contractors are told that the National Treasury has not released money and the counties are unable to pay them. How do we reconcile the two situations where we are told that there was a delay, but there was money in the account while on the other hand, the other person is saying that because there is no disbursement of money, they are unable to meet their responsibilities. Is there an explanation in between? I thought that this statement is up to 31st of January 2016 and not 29th February 2016 as Sen. (Prof.) Lonyangapuo has said."
