    "content": "Mr. Temporary Speaker, Sir, I thank you for that interpretation and guidance. I also thank the Chairperson who has clearly stated that the Committee on Finance, Commerce and Budget does not agree with the explanation given by the National Treasury. I am delighted about that because there is absolutely no basis for the National Treasury to set conditions for disbursement which are not contained in the County Allocation of Revenue Act or the Disbursement Schedule. Therefore, I am satisfied but I want the Committee to pursue this matter to ensure that no funds are delayed on account of the fact that there are balances in the counties’ accounts at the Central Bank of Kenya (CBK). As he has explained, these balances could have been allocated to people who are owed money by the county."
